Why was your foot between the spokes of the wheel?. They usually only spin while the car is moving and right after it comes to a stop. Can't think of any reason why a foot or hand or any body part would be that close to a wheel under those circumstances.
Its a bit like under car neon lamps. Eye catching and cool the first time you see it, but that moment quickly passes. Blame for these spinning wheels can be placed squarely on the Italians.

It wasn't between the spokes. I was standing on the pavement. The rays of the hub cap were sticking out, and as the car passed very close in to the kerb the spikes crazed my ankle.
Imagine the grinder thing inside a food processor, about 6 " across, mounted on the hub cap.
