Could one of our legal eagles advise us on what obligations the highways authorities are under to provide road surfaces suitable for the purposes of motor transport?

Suggest Roger that you visit your local reference Library and ask them for The Highways Act 1980.
Look at:
Section 41 - Duty to maintain highways maintainanble at public expense.
Section 42- Power of District Council to maintain certain highways.
plus other following sections that may be of interest to you.
Sections 1 and 2 outlines general provisions regarding Highways Authorities and road they are responsible for.

They outline councils' responsilities for roads etc maintenance - however they are not responsible for major truck roads, motorways etc.
