Really need some help.
Just noticed this morning that temp was approaching 100 on my cars temp gauge and also at the same time i am unable to get any kind of heat through the internal fans. Filled up water level and left for while, temp has gone down a bit but problem is still there.
Could these two be connected? or are they just coincedence?
Any help would be appreciated at i am useless with cars.
Is it simply a fuse or something more?

They are
If you lose water it will reach the point when none will go around the heater matrix, so the heater won't work. Also, as there is less water that remaining will get hotter as it can't do the job
If the level drops below the temperature sensor the gauge may drop again, not because the head isn't hot, but because there is no water in the block.
Start looking for water leaks. If you are unlucky you will have damaged the cylinder head gasket

As it's a Xantia the cooling system needs to be properly bled now. This means using a temporary 'header tank' (also known as a plastic bottle!) to get the water level high enough to push the air out of the bleed screw(s).
Favourites for coolant leaks on Xantias are the radiator (bottom rusts from the outside in), the collection elbow on the back of the block ('mare to change), the heater matrix (look for wet passenger carpet), the water pump, and last but not least the head gasket (system retains pressure even when cold, bubbles rising into the header tank with the engine running, otherwise unexplained water loss).
What engine is in it? TDs dislike immensely being overheated, but if it only got to 100 the head gasket will probably be OK (as long as that was not the fault in the first place!). If you don't want to be shelling out for a new head gasket, or new car, you need to get this fixed ASAP!

As it is a Citroen - known for the poor quality of electrical connectors- you need to sort out the fans working or not which sounds as if it is the cause of the problem.
As you say you are not mechanically minded, I suggest you go to garage that understand xantias: the problem is probably due to the temperature sensors in the radiator or the connections to them or the fans may have siezed(unlikely). Solve that or the problem will recur.
