It is not exactly down to registration letter.

Any car BUILT (not registered) before 31st Dec 1972 is tax exempt (you still need a disc but it is free). This equates in registration letter to all K reg and before being Road fund license exmpt and some L reg being exempt and some not!

The vehicle has to be classified as an "historic class" and if this has not already been done then one would need to take/send the reg doc and proof of date of manufacture along to the local licensing office.

Any vehicle first REGISTERED on or before 14 January 1973, the DVLA will accept as having been built prior to 31/12/72 and therefore will be allowed historical status and VED exemption.

Puzzling bit of legislation, that. Whan it was first introduced (1998?) it was set at any car over 25 years old, but almost immediately it was frozen at 1973. Never understood why, it can't have been losing much in the way of revenue as there are very few cars still going after 25 years.

I think it was brought in by the last Tory government with a rolling year for the free tax and Gordon Brown froze it at 1972 as soon as he could after getting into power. Owners of Leyland/ BMC built vehicles can get a certificate from British Motor Heritage (for a fee) showing the exact date their vehicle was built so 1973 registered vehicles can still qualify.

I think you would be surprised at how many vehicles over 25 years old survive on our roads.
The Government have put up many arguments for not allowing the rolling 25 years but none of them are IMHO of any substance.
I'm just glad my V8 Rover (P5B) is over 25 y.o. - In fact 34 this year!
