I saw one in Edinburgh a few days back: "NO PASS-OUTS".
Since I and my companions had imbibed a good deal of what Scotland is well known for, we thought it applied to the likes of us.

I suspect this refers to Trotting horses.
We have then in my area on the A309 Old Kingston bypass dual carriageway. I understand they come from the permanant site nearby.

It does indeed. There used to be (not sure whether there still is) a large settlement nearby and the road was regularly blocked by their races. As this is the trunk route along the coast between Portsmouth and Brighton, you can imagine the effect on the traffic!

I passed my driving test in Chichester and remember my instructor telling me about the carts that used to beat you away from the lights on this stretch of road, just past the Tangmere/Boxgrove turn off IIRC.
BTW, Growler passed his test in Chi as well, but I think it may have been a couple of years before me......
