Can anyone advise why the engine cooling fan comes on as soon as the key is turned in the ignition, even from cold.

The thermal switch has failed, or a wire is chafed through. If the car has air con, then the air con controller may have gone haywire and is just bringing the fan on. Come to that, it is normal on some cars for the fans to come on when you switch the air-con on.
Best get it checked by an auto-sparks before it burns something (expensive?) out.

It should not come on,you have a short circuit.

Does it come on then go off after a minute or so ?. It may be a check cycle that the ECU performs on initial start up.
