On my way to Folkestone during the night of 1st/2nd August, I was unable to access a junction on the M25 due to closures and had to follow diversion signs. These diversions took me through central London at about 2:30 am on 2nd August. I am angry that I am now facing a fine for entering the capital, when I had every intention of avoiding it and was only following the official diversion route. I had no choice, as I am unfamiliar with that part of the country.

Put in an appeal, stating your scenario, if you get a penalty charge.
You won’t get a congestion charge at that time of day, and you’ll only get a ULEZ if you’re in an older petrol or diesel.

I phoned a couple of their 'helpline' numbers, giving my registration. They both said they couldn't find it in their database (one said to phone again next week), so it could be a good omen, in that, TFL and Highways Agency were on the same page regarding the detour through central London, and possibly vehicles on that route were not penalised. Let's hope so.

My son exited a car park in the centre of Cardiff a couple of years ago. It was late at night and the road was closed due to a large mobile crane working on installing something. He was told by a man in a hi viz how to get out. The route took him along a 24 hour bus lane. Ticket arrived and was immediately dropped on appeal.

For my annual drives down into Switzerland I am usually asked if I wish to purchase a vignette and decline as the route from the border to my friends house does not need an autoroute. Once there.. parked and the Geneva day pass is peanuts and a lot cheaper than parking.

But I still usually have to argue the point.

Is it a ULEZ penalty, or a charge for going through the Blackwall/Silvertown Tunnels? They would be perfectly entitled to charge you for the tunnel toll if you hadn't paid it, given that the Dartford Crossing charges a toll as well. Outside of London the new Blackwall Tunnel (which used to be free) toll hasn't received much coverage, so most people in the country are probably still unaware of it.

To avoid the toll, you'd have needed to go off that diversion and through the Rotherhithe Tunnel (which in itself is an interesting experience!) or go over Tower Bridge to avoid the toll. Those wouldn't have been able to be on the official diversion route as they are unsuitable for HGVs.

As an aside though, I do think it's unfair that ANPR can be used to issue fines for toll bridges / tunnels with very little in the way of warning signs. They should be allowed to automatically charge, but there should be a nationwide system for registering your car to a payment card once and after that it only charges the toll rate not a fine.

When it was only the London congestion charge it was fairly well known, but unless I did research first, I'd not have a clue which out of the Tyne Tunnel, Mersey Tunnel, Humber Bridge etc charges and by which method.
