Most decent tyre fitting places, small garages & breakdown recovery agents will carry tools to / be able to remove locking wheel bolts.
If the vehicle is driveable ask your local garages / tyre places for a quote.
I've drilled off a few sets of PSA locking wheel bolts in the past on scrap vehicles to remove the alloy wheels.
