Kia Picanto - Same MOT Failure for the Last Three Years - Chubba

I'm looking at a car from a private seller (haven't contacted or viewed the car yet) and I've done an MOT history and it's highlighted the same failure (amongst other things) in each of the last three MOT's:

Parking brake lever has excessive movement indicating incorrect adjustment (1.1.6 (C)).

As it subsequently passed, I'm assuming it was then correctly adjusted but I'm worried that as it comes up every year, will the whole handbrake need replacing at near point?

Also, out of interest - what do the numbers after the advisory - e.g. 1.1.6 (c) refer to? I assume it's the MOT checklist/specification and if so, where can I look up that list?
