It's in The Highway Code under Vehicle Markings: "The above panel will be displayed by vehicles carrying certain dangerous goods in packages."

`Its a little more formal than the highway code. The requirement stems from occupational safety legislation which I will not bore you with (and to be honest I've forgotten the details!) and relates to packaged dangerous goods. For tankers etc, you'll see various UN codes and contact numbers for assistance in the event of a mishap. Dealing with this gets you a nice ride in a Volvo T5 to catch suspects, as the police have to do the intercepting, obviously.
