Im replacing the cam belt on my citroen saxo vts and the manual say that to correctly tension the belt you require a special citroen tool to read the tension. Has anyone else either changed the belt on a saxo vts or know where I can get hold of such a tool as citroens were not very helpful!

Do you mean the tension reader Cit.4122 (I think)?
For a one off job I don't think you'll want to pay the £100+ the trade have to fork out for one!
Either be confident in your own ability with the simple twist test or get it done by a pro.

its common sense, as long as u can twist it @ its longest point say a 1/4 turn it should be ok. if u cant twist it.... its too tight, .. a lot of "special tools" gather dust in stores...

In my (limited) experience it's easy to over tighten using the 1/4 turn guide: it depends how hard you try to twist it...
My last attempt at belt change was done to the 1/4 turn, but the guy who MOT'd it said "Had a cam belt lately? That's too tight!" He knew by the sound.
No substitute for experience, I suppose.

agreed, if its overtensioned it will make a rumbling sound, well on the ones i have overtensioned, but easy to spot difference between drum tight /ok /and loose..... or is it me.

If it whines it is too tight. the half turn is a good guide.

What makes you say that? Those factors that HJ mentions can indeed shorten a cambelts life. Too slack and on cold start up the belt will chatter, and if the belt is old, it could very well tear up. Similarly if it's too tight, the belt is under undue stress and can snap.
And why have you brought a 3 yr old post from out of the woodwork with your first post?
