Does the VW emissions issue affect annual car tax. The 2 litre VW diesel is rated at 119g/km, the tax break from £30 per annum to £110 per annum is 121g/km. Strangely my Chevrolet Captiva, which also has a 2 litre diesel, is rated at 225g/km, the tax break from £290 to £490 is 226g/km. Looks to me like the objective was not to save the planet. What if a retest shows that even using urea the engine cannot get to existing levels? Will the tax band for each car need changing and if retrospective to 2009 could mean billions of pounds to pay in lost revenue. Who pays that?

We don't know as yet. That's the simple answer.

The testing in the USA was to do with NOx, not CO2. The CO2 figures probably won't change for the cars. That appears to be what the 'cheat software' was about, as NOx testing in the USA (especially in California) is extremely rigorous.

I was thinking about this when they said the software is installed in some vans too. Does that mean that VW might have to pay LEZ charges to city councils if they discover the vans don't meet the required limits or will it be left to the unfortunate owners of these vehicles?

As RobJP said, the current scandal about 'cheat' software relates to NOx emissions ONLY. The UK car tax regime is based on CO emissions so proabably will not change immediately.

However, if someone decides to compare how the cars' actual CO emissions compare with the current EU test data, that might possibly drive a change at some point in the future.

It's not worth worrying about at this stage.

The NOx issue has come to light due to the newer portable test equipment being availableto measure NOx

CO2 testers has been around much longer and it is less light to be an issue.

Regards NOx and tax only Boris has purposed a additional Tax for can not conforming to EURO6 and by 2020 so sometime away

There is already a LEZ charge for vehicles that are not compliant i.e. diesels built before 2002 (so I'm guessing that is Euro 3 or before). The European emissions standards do have limits for NOx, Euro 3 is 0.5 g/km.
