Not always a failure, sometimes it can be a simple as a dirty sensor or loose wiring on the Vectra C.

From memory, the 2003 model had the sensor near the passenger wheel arch, it was moved elsewhere from 2004.

Of course, it could be a bigger issue such as full failure but it is worth checking the sensor as a quick clean can make a massive difference to the steering.
