I see HJ has commented that displaying blue lights to the front is illegal:

My understanding of the regs is that only the display of a red light to the front is illegal.

The provisions of section 16 seem to be relatively limited, i.e. "warning beacons"

http://www.legislation.gov.uk/uksi/1989/1796/regulation/16/made

and section 13 only applies to flashing lamps.

I disagree with blue lights on vehicles too, but I believed that it was only illegal if they flashed.

There's an old Passat that's been painted matt black with orangey-red wheels that I've seen a few times around the Lancs/Yorks border.
It has been adorned with aftermarket DRLs around its headlights.
The DRLs are RED...
The driver and passengers are of that culture that believes man-made laws don't necessarily apply.

It seems HJ is indeed wrong.

Your quote from the Government site seems clear enough, and there is also this:

Like many people, I detest the idea that cars should be some kind of "look-at-me" statement, which is what is nearly always implied by the various attention-seeking modifications, including coloured lights, under-body lighting, boom boxes and so on.

But I'm just a boring old fuddy-duddy.

A few months ago I thought the police had stopped someone at night driving the wrong direction on the opposite side of the dual carriageway I was on. As I got closer they had actually stopped a car travelling in the correct direction, but it had red lights showing to the front which looked like they were incorporated into the headlight units!

I have seen a few boyracermobiles with blue lights showing in the washer jets. Daft as they will just attract the attention of the police.

Saw a motorbike on my way home this evening with a distinctly red hued front lamp.

Some of the newer headlights seem to be green!
