My interpretion of the translation i different. There seem to be two points not necessarily linked.

Firstly there is a proposal to reduce the currrent 90k/ph 'NSL' for single carraigeway roads to 80. This is presently at the level of 'experts are considering'. The French equivalent of the ABD oppose it pointing out that UK limit is higher and that DUI is still a significant problem in France. Like proposals in UK there's no certainty it will be accepted let alone a timescale.

There is anothe, seperate, proposal to introduce advanced enforcement cars with two way cameras. These are being tested in the Departements listed. Could enforce any limit from 110 on roads with '2*2 voies' down to 50 or below in conurbations.
