Has it suddenly started doing this or been doing it a while gradually getting worse?

If the former, I'd be inclined to suspect the turbo has blown.

Turbos like being warmed up and cooled down gently. They also like clean oil. Most peoples agressive driving habits are detrimental to turbo life. By agressive, I mean agressive to the engine not other cars.

A new radiator and waterpump will never stop a car smoking, they were having a laugh.

A new oil filter will never stop a car smoking, they were having a laugh.

If the head gasket had failed that may have been the cause of the smoke but obviously since its still smoking it was not the cause.

Failed turbos cause a car to smoke but before you do anything take to it a diesel specialist or a VW dealer before you waste another penny.

Do not take it back to the clowns you used before.
