The DVLA should be able to supply you with the current owners details if you apply in the correct manner. There's a form you have to complete, can't remember the number, but the info will be there on their website. You need to have a reason for requesting the information. In your case, OP, I would suggest something like "Historical Research"
There's also a small fee to pay, something like £2.50. Even then, they don't have to give you the requested information, but it's certainly worth a try, I would think.
Lets face it, the DVLA quite happily give out owners particulars to private parking companies who request them, every single day! I'm sure that these owners would much rather they didn't pass this information on but, well, heigh-ho!
Edit..........The Data Protection Act gets used as an excuse for not supplying any information at all. However, in most cases, it's just being used as a smoke-screen. You have to be persistent.
