This will be a fault with the electronic speed regulator.There are 2 types fitted to the 406.First type is installed in the base of the blower motor housing.The second type is fitted remotely in the air ducting behind the glovebox,and usually has a green plastic connector.I would suspect that as your car is a later model,it will have the latter type.hth
