MK4 Fiesta Diesel - Air inlet component - pullgees

A lot of this ducting is prone to rattling and vibrating. I've just been locating the source of a rattle and discovered an air flow pipe with a blanked off end wedged under the wing above the splash screen. I'm just curious as to it's purpose. There is a mass of air ducting on this car most of it baffling to me, but what is the bit inside the wing for?

So the purpose of this piece of pipe is for noise reduction. I have no idea how it achieves that, but that's what they tell me in the Ford garage. A bit ironic really as that was the cause of an unwanted noise.
