I'm sure they do - its not IF they trained the traffic wardens, it WHAT they train them to do - see the recent BBC Panorama programme "Traffic Fines - Highway Robbery?" from last Wednesday for the wonderful way in which (in my view) local councils are fleecing us and want even more powers to do so:-

I can understand reasonable restrictions (and enforcement) to stop road users from causing hold-ups, potentially dangerous situations and (in residential areas) taking spaces away from others/visitors, but some of the stories I hear such as this are just daylight robbery.

But in many cases the law is clear - if it's simple yellow lines then loading/unloading of goods and/or passengers is permitted.

The body is part of the deceased's estate, to be dealt with in accordance with the deceased's will - so "goods".
