It's no different to the 'ghost' speed bumps that are painted onto the road. It's designed to make drivers slow down at high-risk points, rather than just blasting through.
Whilst the cost has been put at £500k, I very much doubt that is correct. A
case of 'why let the truth get in the way of a good headline'.
As can be seen from the pictures, a considerable amount of pavement, streetlight and roads work has been carried out in the area. The cost probably includes that lot too.
