Driving in Canada - autumnboy

Can anyone explain of how when approaching/using a Crossroad when a Traffic lamp is suspended over the centre of the crossroad flashing either Amber or Red, but not changing its colour.

Do you stop and proceed with caution etc ??

From my many visits to canada, STOP and then proceed with caution is correct.

Going again in the late spring, after the snow melts of course.

Isn't this what they call a 'four-way stop' in the USA?
