On a slightly different note they can already determine actual speeds at impact etc. from looking at some the car black box data (air bag opening speed as an example).
But getting back to the point as one of the most monitored and spied upon on country's in the world - we all know we have more cameras than China and Russia, I have no doubt that the UK government will be one if the first to make this law in the U.K.
