You're making a mountain out of a molehill.
On return, get off the plane, through passport control and baggage reclaim. All of these take unpredictable times. Wait until you've got your stuff and only then phone for a taxi, asking them to pick you up at the drop-off point. It will take you about five to ten minutes to walk there, by which point the taxi will either have arrived or will shortly do so. That way your drop-off charge is only (!) £3. That's what we do, anyway.
I agree the traffic/parking/drop-off arrangements at Luton Airport are appalling. When Junction 10 (M1) was recently upgraded one of the intentions behind it was to get traffic off the motorway and into the airport faster, but that has simply pushed the traffic problem nearer the airport itself.
At the moment things are exacerbated by a new remodelling of the traffic flow and new parking at the airport, but I fear that limitations of space mean the improvements will be minimal.
