On my favourite subject of pointless roadworks again... ;-)

What software/models do the planners use to model traffic when planning roadworks/changes etc? I'm not convinced its worth it based on recent experiences.

The infamous Western Bypass roadworks have apparently gone, but the peak time traffic is now actually worse than before the roadworks started. 3 years of appallingly badly organised roadworks and nearly £80million down the drain for that?
