SEAT Exeo ST (2013) - VW Emissions 'fixes' - independent tests? - Beefyox

I have received a recall notice to carry out software updates to my 2.0l CR 143 (E189) engine. It is claimed there will be no change to economy or performance. My questions are:

1. Why did they need to install cheat software if the fix is that simple?

2. Is any independant body carrying out tests to confirm before & after specifications claims?

3. Is the Exhaust Gas Recirculation system of this engine more prone to failure, before, or after, the software updates? [The EGR has just been cleaned (under warranty) after 26k miles]
