What about Section 147 RTA 88? (Google it)

Does this mean that a certificate has to be electronically sent and RETAINED on the smart phone?

£7/hour is too high. Couple of years back a friend of mine did daily insurance @ £10-15/day.

It might be easier to insurer for a day at least. If few weeks needed, then might be cheaper to take normal insurance and cancel when no longer needed (you'll pay an admin fee though).

PS: Just ran a quick quote via tempcover.com - one can get 24 hour insurance starting from £30.

It's possible that this cover requires the additional driver to already have "other cars 3rd party" on their own policy and this policy is just the top-up to fully comp.

My own broker/insurer will arrange short term cover for an additional driver, eg for holidays, but the requirement is that they must have "other cars 3rd party" already on their own policy - in theses cases, the RTA requirements are already met.
