Japanese find screenwash bubbles dissolving `crete - oilrag
Concrete.

(sorry had to enter a model before software would let me post)

Wikipedia has a write up on screen wash that seems to say

`Bubbles discovered worldwide on pavements, screen-wash dissolving concrete.`

Best think twice then before spraying the washers while passing the plinth supporting queen victoria.

The above reinforces your original point - the person who put it on did so on purpose, out of mischief.

As you say, anything on wiki needs to be treated with caution.
