Rover 600 starting problems

My rover 600 diesel 98 model has starting problems as the weather gets colder or i i leave the car for a day or two.
I had battery replaced and my garage replaced 3 of the 4 glow plugs. He said the fourth glow plug was behind fuel pump and would take longer.
everything seemed ok put as the weather has got colder it is taking longer to start.

Does the fourth glow plug make that much difference ?
AND
Is it a job that i could possibly do myself ?

i personally belive he should have fitted all the glowplugs in one go but he said he did not have the time that day.

What mileage has it done?
When it does start,is there lots of smoke?
