rippled bumper paint? - daveyK_UK

Question I was asked today.

A business acquaintance told of a recent incident where he went to collect a new Fiat Doblo MPV for his mother.

On collection, he noticed that where the bumper lip is up to the boot, the paintwork in either corner look rippled. There was also some slight rippling on the front side bumper.

He was not happy but the dealer assured him it was normal and later admitted the Fiat paint quality out of the Turkish factory is not the best.

The dealer had not been near the car as it was still on the transporter with some 500s when they arrived

Question, does rippled paint always suggest a 're-spray or is it simply a lack of quality control? Does the paintwork being a solid colour make any difference?
