Supply is constrained at the factory. The Romainian Dacia output is very popular and the factory is at maximum capacity. Their right hand drive capacity is also maxed out with lots of demand from India.
Regardless of that the supply chain, and tracking of individual cars from the factory gates to the dealer and customer is pretty bad. Dacia have a bad reputation for getting their prediction of delivery date wildly out by months.
The cars are mostly bought by private buyers and not fleets, or hire firms, and therefore the buyers tend to keep hold of them longer than the ways many fleets and hire firms cycle some cars back out onto the second hand market after only a few months.
If you are flexible on model and/or colour you may find you are able to get a cancelled order somewhere in the system, but this depends on having a salesman with a clue (which is unusual in Renault dealers).
Oh and dont buy the spare wheel from Dacia, its 15 inch instead of 16 inch like the roadwheels... buy the spare wheel itself as a spare part instead and source your own tyre and jack on the web
