VAT qualifying - Marklew

If a car is listed at VAT qualifying, does it mean the listed price is +20%. I've looked into what it means and how it works in terms of dealers VAT obligations in buying/selling/exporting, but when buying as a private owner who is not interested in any of this, is the price listed with or without VAT?

The price quoted will include VAT, unless a commercial vehicle.
