My partner (the registered keeper of the car) has received a PCN after stopping outside Liverpool airport after we returned from holiday. After leaving the car park we discovered a puncture (tyre completely flat) and I pulled over and used tyre repair solution and pump from the boot to re-inflate the tyre. We parked at the side of a dual carriageway, which it transpires was a privately operated road outside the airport. I inflated the tyre (stopped for five mins) and continued home. This was 11.30pm.

The CCTV van actually parked behind us and helpfully illuminated the warning lights on the roof to alert other motorists to our plight. I don't wish to pay this charge as it's unjust and unfair. My partner wasn't driving, I was. Should she therefore identify me as the driver? Should I then appeal or just write back stating my reasons for not paying; i.e. I had to make an emergency stop and had already paid Liverpool Airport for the privilege of parking on it's land, being dark I was also unaware of any restrictions about making 'emergency stops' on the road (I was aware it was a double yellow lines). Any advice you can give would be greatly appreciated.
