Winter tyres - is it reasonable for a insurer to increase premium costs?

I am reviewing the insurance on my C4 Picasso HDI VSX + as its due for renewal and the subject of winter tyres has arisen. Speaking to LV, their attitude is that although winter tyres are OK, if they are fitted to non standard wheels, that is a modification justifying a £15 increase in premium. I explained that I had standard Citroen recommended steel wheels, the same as on the lower-spec SX model and that this was Citroen recommended practice.

...and this for a "modification" that reduces risk and the ABI recommends should not be treated as a modification justifying an increase in premium!

Are LV unusual in this regard?

No, not unusual. Relatively reasonable. Idiot insurers charge much more.
