Mouse trapped

Having waited 5 long months for my new FIAT 500 I was told by the main dealer that the car had arrived at Bristol three weeks ago but they were unable to hasten the delivery to the garage for collection by me. I think they may be playing the numbers game and holding my car until November to keep their figures nice and tidy. I am fed up with waiting and now wish to cancel but need to know if the dealer is obliged to return my £500 deposit (that I paid under the scrappage scheme) or will I have to fight them for it?
