When the car is started up, on tick over the oil pressure gauge fluctuates between 1.5 to 2 bar on the gauge. Should it read 3, should it fluctuate on tickover? It stays on 3 when running and doesent loose any oil.

As long as you have over 0.3 Bar oil pressure at hot tickover, and reach 3 Bar before 2000 rpm, you're OK.
The oil pressure will fluctuate with idle speed if your engine isn't ticking over smoothly.
