Its the additives, or lack, as usual. Placed into the tanker prior to delivery, or not, if the chiselers have decided its summer already. Entirely down to specification by the seller, I think. See this link, and be grateful you don't live in Nigeria! tinyurl.com/yqws88

Seeing as last year's scandal was caused by their fuel supplier doping the fuel with industrial waste (second hand Xylene used to wash PCBs and so contaminated with silicone) to save money, I can't believe people still buy it.
