why don't people realise the dangers of only having one light working or partly working, especially motor bikes, and drivers main front light - and what is the penalty for it - I assume people rarely if ever get stopped for this offence

Especially motorbikes? I have one light on because the EU, in their wisdom, think car drivers are too stupid to differentiate between a close motorbike and a distant car.

Part of the problem is that in mant cars replacing a bulb is not a 5 min job (Many posts last year at this time when the clocks go back)

Bulk of the reason is that many vcannot be bothered and with so few traffic police about they are unlikely to be stopped.

My DiL thought she had a lot of new friends(lots of flashes at night) until I pointed out the dipped beam was faulty.

Some lights are so good that it's not always easy to tell from the drivers seat (no comments, I've had laser eye surgery already!). The Passat I had was a Main Dealer job to change a lightbulb! Seriously! Also, did you know that if the Police do stop you, one must take the car to be inspected by an approved place like Halfords to get your paperwork stamped for £5 and the show the Police.
