Red key on LDV

My wife purchased a "Y" reg LDV Convoy with a genuine 15000 miles from a reputable trader some 150 miles away just over six months ago. Prior to purchase the vehicle had an inspection from a national motoring organisation and all faults ( in this case all minor ) were put right and the vehicle was supplied with a new MOT and a service.At the time of purchase the vehicle had two sets of black keys. Having read the manual I now know that it should have a red master key which is needed when others are made. It is too late to get any satisfaction from either the trader or the organisation which inspected it. The local LDV dealer is less than helpful and quotes a huge sum to provide a new red key and new locks etc. Any help or advice ?
