Received a PCN for parking over two bays - is this enforceable?

I received a Parking Charge Notice whilst parked in our local Sainsburys car park last week. You do not have to pay to use this car park, but they set a two-hour limit. However I was penalised for being "improperly parked, failure to adhere to signage on site (parked over two bays)".

The car park was probably a third full and last year I spent £140 just getting the scratches and other damage repaired from my car caused by other people’s cars whilst parking too close. How do I stand?

The Protection of Freedoms Act will give Parking Enforcement agencies the right to impose penalties on registered keepers of cars rather than on their drivers, probably from October 2012. But this is still a contractual matter, so if you pay what you "consider to be a reasonable penalty" the parking enforcer has to take you to court to get more money and very probably won't. The statistics are 1,600,000 private parking charge notices issues; 845 court proceedings commenced, 49 actually went to court and the parking enforcers won 25.
