I did not receive a PCN for unpaid Ulez until after the 28 day appeal. period due to. postal strikes. I've seen that speeding fines have to be delivered within 14 days or they are invalid, is this the same for ulez charge pcns?
What you have stated with regard speeding notice 14 days is incorrect.
Its deemed to have been served if posted on time
