I dropped my son off in a 'no drop-offs' zone at Luton Airport. Can I be fined?

Approaching Luton airport in the early hours, there was a tailback of slow-moving traffic some 1000 yards from the terminal. My son, who I was dropping off, decided to alight and walk. Only when I turned the car round did I see a small sign fixed to a lamp post saying no drop-offs or pick-ups. This is a private road with an £80 fine, with cameras in operation. What is the legal position on this?

If it is a private road then no "fine" is permissible. You can only be fined by the police or a traffic regulation order. It is possible to impose a monetary penalty in a limited number of circumstances when there has been a breach of contract, but these are normally imposed by signage and if the signage is as you outline it would not be sufficient.
