What's causing such poor fuel economy from my 2001 Ford Mondeo?

I have a 2001 Ford Mondeo Ghia x2.0. When I first got the car over a year ago I was averaging 35-40mpg around town and 45-55mpg on the motorway. Recently my fuel economy has dropped to 24mpg around town! What could be the cause of this?

Dirty air filter, dirty plugs, dirty fuel injectors or poor quality fuel.
