Car hire query

I'm hiring a car in Spain. Full/Full I understand, but what is "pre-purchase, refunds given"? Until a week ago easyCar said pay for fuel on arrival "plus an admin charge for refuelling logistics", which sounds like an open cheque to me. It now says Pay for fuel on arrival, it is not necessary to refill the tank before return. A refund will be given for unused fuel. Will they still make a large charge to refill the car?

Go to a cheap outfit and they make up the money this way. Go to Avis or Budget and you take the car away full of fuel, then return it full of fuel. I don't find Avis and Budget expensive and have used them for the past 12 years.
