Can I replace a 1997 Renault Clio front wing with a socket set?

My son's 1997 Renault Clio offside front wing is badly dented and must be replaced. Is this something I could do with just a socket set, or is welding required? The value of the car does not warrant taking it to a body shop and I have seen new wings on the web for just £30.

It will be bolted and glued into place. It looks as if you can simply unbolt it, but the job is not quite as straightforward as that to do properly.
