Can I legally force a witness to testify?

I had an accident on the motorway when a car tried to cut in front of me as the lanes narrowed due to road works. The driver behind me witnessed the accident and provided me with his name and mobile number, but now he refuses to respond to telephone calls. I need his statement as the driver who caused the accident says it was 50/50, which it wasn't. Can I legally force the witness to testify?
