Why won't the revs drop on my 1999 Ford Ka?

The revs do not drop between gear changes in my 1999 Ford Ka, and after a few miles when you hit neutral the revs keep climbing. The only way to stop it is to switch the engine off and on again, but it starts to do the same thing after two or three miles. No one can come up with a reason for this and its driving me insane.

Gummed up narrow bore pipe from the crankcase to the inlet manifold.
