How can I repair my Skoda Fabia's indicator ticking noise?

My Skoda Fabia's indicator ticking noise has stopped working but the actual indicators work. I'm told I may need a whole new instrument panel! Surely its just a simple switch or relay I need? Also, my headlights and dashboard light flicker. Its not the battery or alternator. The garage seems unsure what that may be. Any ideas?

The obvious answer here is to manage without the ticker. Alternatively, places like Maplin may have an audible relay to put into the circuit. The flickering will almost certainly be due to a bad earth.
