Can you enlighten me on scams involving the post-sale cancellation of BACS payments?

I read an answer in Sunday's paper referring to a scam involving post-sale cancellation of BACS transfer payments, and new rules for cheque payments. I've lost the paper so I can't find the link. Can you point me in the right direction please?
