What's causing my BMW 530d Sport to idle roughly and splutter?

My 2001 BMW 530d Sport is suffering from a rough idle/spluttering problem. My car has been in and out of a diesel specialist for the past 18 months and I am at my wit's end. The following has been changed: the MAF, a 'common rail sensor', a sensor upgrade kit, I have had all of the injectors / valves out and bench tested, and the fuel pump has been out and taken apart out see if it is breaking down, which it wasn't.

I seem to think it is an electronic problem as opposed to a mechanical one, but of course I am not an expert. Any suggestions of what to do next would be greatly received. I refuse to go to BMW as I have not heard good things.

It may be the inlet manifold swirl actuators malfunctioning.
